They are seeking a Human Resources Specialist to provide advanced-level HR services, ensuring compliance with employment laws and serving as a subject matter expert in key HR functions such as recruitment, staffing, and labor relations. Responsibilities Provides advanced-level human resources services to MnDOT District Six leadership, supervisors, and employees Ensures compliance with all applicable employment laws, rules, regulations, and collective bargaining agreements Serves as a subject matter expert in key HR functions, including recruitment and staffing, selection, job classification, compensation, outreach, labor relations, and contract administration Supports a fair, equitable, and legally compliant workplace Skills Two (2) years of professional level experience in human resources demonstrating the following requirements: Experience managing hiring and selection processes Experience analyzing job content and determining appropriate job classifications Experience interpreting and applying employment laws and labor rules, such as the ADA, EEO/AA, FLSA, collective bargaining agreements, and data privacy laws A bachelor's or master's degree in human resources, Industrial Relations, Organizational Development or a closely related field substitutes for one year of professional experience One (1) year of professional level experience in human resources demonstrating all requirements listed below OR Two (2) years of paraprofessional/technical experience in human resources or a related field demonstrating all requirements listed below A bachelor's or master's degree in human resources, Industrial Relations, Organizational Development or a closely related field substitutes for one (1) year of professional experience Experience managing hiring and selection processes Experience researching, analyzing, and interpreting information Experience creating written documents such as reports or presentations Experience using databases to update, track and retrieve information Experience communicating information to others verbally and in writing Experience managing hiring and selection processes Government/public sector human resources experience Experience working with the State of Minnesota classification and job evaluation system Experience performing recruiting or outreach activities Experience applying collective bargaining agreements and plans Benefits Paid vacation and sick leave 12 paid holidays each year Low-cost medical, dental, vision, and prescription drug plans Fertility care, including IVF Diabetes care Dental and orthodontic care for adults and children 6 weeks paid leave for parents of newborn or newly adopted children Pension plan that provides income when you retire (after working at least three years) Employer paid life insurance to provide support for your family in the event of death Short-term and long-term disability insurance that can provide income if you are unable to work due to illness or injury Tax-free expense accounts for health, dental, and dependent care Resources that provide support and promote physical, emotional, social, and financial well-being Training, classes, and professional development Tuition reimbursement Federal Public Service Loan Forgiveness Program (Some positions may qualify for the Public Service Loan Forgiveness Program.
