Health Policy Specialist II (FFTL)

About the position

We are looking for an energetic and passionate public health professional to work in the Kentucky Department for Public Health’s (DPH) Division of Prevention and Quality Improvement (DPQI), State Physical Activity and Nutrition (SPAN) Program. This division is the cornerstone of state public health efforts to address chronic disease prevention and control and improve the health of Kentuckians. This position coordinate work with the Centers for Disease Control and Prevention (CDC) and a dynamic group of state and local partners addressing obesity in Kentucky. In this role, you will be able to support a variety of early childhood education and breastfeeding interventions to improve health outcomes for children in Kentucky through health system change and partner support in a variety of settings, both healthcare and community-based.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee.

DPH has the ability to be competitive with compensation.

Responsibilities
• Supports policy and systems change through guidance development and strategic planning.
• Coordinates and evaluates statewide breastfeeding and early childhood education initiatives and partnerships.
• Provides training, technical assistance and educational materials to program staff and partners.
• Monitors program performance, compliance, expenditures and reporting requirements.

Requirements
• Graduate of a college or university with a bachelor's degree.
• Four years of professional experience in managed health care, Medicaid, Medicare, health insurance claims/systems, health care research, health care planning, health care policy development, health care administration, public health, or population health.
• Graduate work in planning, public health, public administration, health administration, business administration, or a related field will substitute for the required experience on a year-for-year basis up to two years.
• Professional experience in the preparation of health care reports, health care audits, health data tables, or development and implementation of health plans will substitute for the required education on a year-for- year basis.

• Experience in program planning, implementation/management, budgeting, auditing, and reporting.
• Excellent leadership skills in collaboration and partnership development with a wide variety of partners to meet program goals.
• Excellent verbal and written communication skills targeting a wide audience.
• Group facilitation and presentation skills with patients/clients, communities and professionals.
