Health Information Specialist - Compliance/Legal

Full-Time | 40 Hours per Week

Location: Remote (Must reside in or be able to work from Portland or Corvallis)

Starting Pay: $21.35/hour

Position Summary

The Health Information Specialist - Compliance/Legal is responsible for managing high-volume, compliance- and legally driven releases of information. This includes incident notifications, releases required under Oregon statutes and administrative rules (ORS/OAR), subpoenas, and OTIS releases.

This role ensures that all disclosures are processed accurately, efficiently, and within strict regulatory and organizational timelines while maintaining the confidentiality and integrity of protected health information (PHI). The Health Information Specialist also provides backup support to Release of Information (ROI) specialists, assists with routine requests as needed, and collaborates closely with HIM, clinical, and legal teams to ensure timely and compliant processing.

The position serves as the alternate Custodian of Records in legal disclosure documentation when the Director of HIM is unavailable and oversees management of the Waverly Baby Home Adoption Registry.

Key Responsibilities
• Process high-volume legal and compliance-driven release of information requests.
• Manage disclosures required under ORS/OAR, subpoenas, OTIS requests, and incident notifications.
• Ensure strict adherence to HIPAA, state privacy laws, and organizational policies.
• Maintain confidentiality and integrity of protected health information (PHI).
• Act as a subject matter expert (SME) regarding custody and parental rights, providing operational guidance to treatment teams.
• Serve as alternate Custodian of Records when needed.
• Provide backup support for routine ROI requests.
• Oversee management of the Waverly Baby Home Adoption Registry.
• Collaborate with HIM, clinical, compliance, and legal teams to ensure accurate and timely processing.
• Operate within established office procedures, federal/state regulations, and organizational policies.

Minimum Qualifications
• High School Diploma or equivalent required.
• Two years of college-level Health Information Management (HIM) program preferred.
• RHIT or RHIA certification preferred.
• Experience in health information management, compliance, legal, or release of information roles.
• Knowledge of HIPAA, state privacy laws, and regulatory requirements for release of health information.
• Knowledge of custody and parental rights.
• Strong attention to detail and organizational skills.
• Demonstrated ability to manage high-volume, time-sensitive requests and meet strict deadlines.
• Ability to handle sensitive information with discretion and professionalism.
• Strong written, verbal, and phone communication skills.
• Computer proficiency including word processing, spreadsheets, data entry, and EHR systems.
• Medical terminology knowledge helpful.
• Valid driver's license and driving record acceptable to the agency. If authorized to use a personal vehicle for agency business, employee must maintain personal auto insurance.

Preferred Experience
• Experience with ORS/OAR and OTIS release requirements.
• Experience in behavioral health or pediatric healthcare settings.
• Familiarity with ROI workflows, electronic health records (EHR), and document management systems.
