Environmental Specialist

Job Location: Tyndall AFB, Florida

Provide all management, personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Environmental Management Services as defined in this Performance Work Statement (PWS) except for those items specified as Government Furnished Property and services. The Contractor shall be responsible for maintaining communication with the contracting officer (CO) and the contracting officer's representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract. The Contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.

On-site personnel support shall be knowledgeable of federal, state (Florida), and/or local environmental regulations and statutes, Air Force and DOD regulations and other documentation. Expected performance effort is estimated as equivalent to 40 hours a week.

1.1.1.2 Environmental Professional (Engineer or Scientist) or Specialist capable of performing the services described in this Statement of Work. The Environmental Professional shall have a minimum of Bachelors of Science degree in a related scientific or engineering field with 6 years of experience in a related engineering or scientific field. Resumes will be required with proposal for verification of qualifications and technical evaluation purposes. The individuals shall:

1.1.1.2.1 Provides professional and technical environmental consultative services; guidance and interpretations of environmental laws, regulations, and instructions; and support in achieving compliance with environmental regulations.

1.1.1.2.2 Prepares reports and letters regarding compliance and permitting. Monitors environmental activities as required by the Environmental Element Chief.

1.1.1.2.3 Collects, reviews, and evaluates performance data and other pertinent technical reports.

1.1.1.2.4 Review environmental permit applications prepared by others. Ensures applications comply with federal, state, and local municipal rules and regulations.

1.1.1.2.5 Inspects projects associated with stormwater, wastewater, drinking water, dewatering activities, wetlands, and air emission units.

1.1.1.2.6 Communicate, attend meetings, initiate and complete work with other groups pertaining to projects (design reviews, permits, inspections, etc)

1.1.1.3 Permit Applications. The contractor shall assist the Air Force to obtain necessary environmental permits for construction projects. The contractor shall support the Air Force in negotiations with federal, state, and local permitting authorities.

1.1.1.4 All original materials, visual aids, software, and text developed or collected in the performance of the tasks listed herein will be the property of Tyndall AFB and will not be used, distributed, or published by the contractor without specific written permission of the base Environmental Element Chief. The contractor has the responsibility under this scope of work to identify applicable federal, state and local laws and Department of Defense and Air Force regulations, policies, and instructions and to apply the procedures and protocols as required. Coordination or contact with state and federal agencies shall be through the base Environmental Element Chief.

1.2 Background. Hurricane Michael has created the need to have additional manpower within the Environmental Element at Tyndall to support on-going projects (demolition, construction, etc). These projects must comply with state and federal environmental regulations. Consultation with state and federal agencies is critical to ensure there is no delays that may hinder the projects and to achieve the goal of rebuilding Tyndall.

License/Certification:
? Stormwater Certification (Required)
