We are seeking qualified Developmental Disabilities Licensing Analysts to join our dedicated and compassionate team. Summary of Duties The Developmental Disabilities (DD) Licensing Unit manages a statewide program that licenses and monitors the quality of care in services for individuals with developmental disabilities, including adult foster homes, 24-hour residential facilities, and endorsements. As a Developmental Disabilities Licensing Analyst, you are responsible for ensuring compliance with Oregon Revised Statutes, Oregon Administrative Rules, and agency policies related to the certification, endorsement, and licensing of ODDS providers. Responsibilities • Monitoring provider agencies and offering technical assistance to improve service quality and consistency. • Conducting statewide reviews of provider competence and compliance with OARs, program policies, and federal requirements. • Providing consultative guidance on administrative rules, policies, and operational best practices. • Collaborating with internal and external teams, stakeholders, and providers to maintain statewide consistency. Requirements • A Bachelor's Degree in Business or Public Administration and one year of the specified experience. • OR Four years of experience compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must have included making independent decisions based on the information gathered in the compilation and evaluation of the facts. • Note: college-level course work may substitute for experience based on 45-quarter units per year, up to a maximum of three years. • Experience demonstrating a high level of attention to detail. • Experience applying research and analytical skills to evaluate and interpret information. • Experience reading, interpreting, and explaining laws, rules, and policies in a clear and understandable manner. • Experience communicating effectively and cross-culturally in written, verbal, and virtual environments. • Experience managing workload and meeting deadlines to process documents and information within prescribed timelines and in compliance with state laws. • Experience using intermediate or higher-level Microsoft applications, including Excel, Teams, Word, and related software. • Experience demonstrating effective time management and organizational skills, including prioritizing work, managing multiple assignments simultaneously, and adapting to changing priorities. • Experience working collaboratively as part of a team, providing constructive feedback, and working independently with minimal supervision.
