Deputy Director for Operations

About the position

The Local Government Commission is seeking a Deputy Director of Operations to provide strategic leadership and executive oversight for all operational functions of the division. This senior-level role requires an organized, focused candidate to lead internal processes, manage special projects, and ensure that the division operates efficiently to serve and support North Carolina’s 1,400+ local governments.

Responsibilities
• Own the division’s workforce strategy, ensuring that the structure and staffing of the division's 47 FTE align with priorities and long-term goals. Work with Human Resources staff to reclassify and reorganize positions as needed and to fill vacancies as they occur.
• Manage the division’s budget in partnership with the Department’s Financial Operations staff, ensuring resources are aligned with program priorities.
• Work with division staff to produce accurate, clear, consistent, and timely monthly meeting agenda packets for the Local Government Commission and the North Carolina Capital Facilities Finance Agency.
• Coordinate with IT and division staff to ensure that the division’s technology programs meet internal staff and external stakeholders needs, satisfy statutory requirements, and consolidate and improve data usage. Monitor progress on the division’s technology solutions in various phases from contract to implementation; supervise the division’s Projects and Applications Leader.
• Coordinate with the Department’s Communications staff on media advisories and press releases. Lead development and review of the division’s own communications — including memos and blog posts — to ensure local government audiences receive timely, accurate, and accessible information.

Requirements
• A willingness to engage at both the strategic and operational levels, moving comfortably between high level planning and hands on tasks as needed.
• Working professional skill and/or knowledge in the concepts and practices related to Agency operations.
• Demonstrated ability to work independently and with considerable discretion within the guidelines of state laws, regulations, and policies under the direction of the Agency Secretary/Commissioner.
• Demonstrated ability to make well-informed decisions utilizing a high degree of judgment based on extensive knowledge of Agency related policies, procedures and practices.
• Demonstrated ability to speak and write effectively and possess excellent communication skills; must be able to present comments, opinions, factual information, summaries of issues, and conclusions in a logical and concise manner for review by manager.
• Demonstrated ability to effectively manage and supervise staff and plan and direct all fiscal, personnel and program operations of a large portion of an Agency’s operation.
• The minimum Education and Experience is a bachelor’s degree in government or business or a related program from an appropriately accredited institution and five (5) years of progressive experience in Agency related industry/operations, including three (3) years of supervisory experience; or an equivalent combination of training and experience.
