TERMS OF REFERENCE

Milestone 9 of the National Economic and Social Development Plan aims to facilitate upward social mobility, reduce income and wealth disparities, and eliminate childhood poverty. To translate the 9th milestone into practice, the Poverty Eradication and Lifelong Development Center (PELD) has developed a guiding approach to integration model to deliver services to vulnerable groups is mentioned as a key element.

In consultation with stakeholders, the project coordinator and the lead agencies (UNICEF, DEP, NESDC), the consultant will develop the methodology and assessment framework, in line with the Theory of Change of the pilot project which has been developed during the first phase. The assessment framework will include a minimum set of indicators to assess the success of the piloted model, identify bottlenecks and recommendations for a successful scale up.

Minimum requirements:

Education: Master`s university degree in Social Science

Work Experience: Advanced university degree in social science or economics with demonstrated knowledge in research, M&E, data analysis, development planning;

Demonstrated experience in designing M&E systems and conducting quantitative research or evaluations;

Demonstrated experience in project planning and design, project management, results-based management;

Skills: Excellent data analytics and reporting skills;

Language Requirements: Proficiency in spoken and written Thai and English.

Technical requirements: The applicant is required to submit the technical proposal to demonstrate the approach, methodology, implementation plan, and risk assessment, in order to carry out this assignment (not more than 2,000 words proposal)
