Remote Full-time
The Collaborative on Citizen Data, established in April 2023, is looking for a full-time consultant to support its work. The Collaborative was established to foster systematic collaboration among civil society, national statistical systems, academia, human rights institutions and other relevant stakeholders; and to share experience and knowledge in addressing key challenges and important elements... such as data quality.
An initial output of the Collaborative is the Copenhagen Framework on Citizen Data that helps conceptualize and agree on the different ways that citizens can play a role in data; and supports formulating action points for the community to move forward. The draft framework is currently going through consultations with the UN Statistical Commission and a broader set of stakeholders.
Consultancy requirement
In this context we are looking for a consultant to support the work and daily operations of the Collaborative Secretariat, as well as the piloting and implementation of the conceptual framework. More specifically, the consultant will:
Support the operations of the Collaborative, guided by an annual workplan:
• Liaising with relevant stakeholders
• Organising regular meetings, preparing meeting agenda and reports
• Onboarding and organizing information sessions with new members
• Supporting the work of the steering committee, as needed
Support the methodological development
• Organizing consultative meetings for the draft conceptual framework, preparing meeting minutes and incorporating comments to refine the framework
• Identifying areas for methodological development
• Carrying out research and focus-group discussions around different methodological areas
• Drafting reports and various methodological guidance as needed
Support the advocacy and communication of the Collaborative
• Preparing advocacy piece
• Organizing sessions/webinars in major fora, including preparing concept notes, identifying and reaching out to speakers and preparing talking points
• Organsing the materials on the Collaborative websites
Support other activities and work around citizen data, including support of Data for Now and implementation of other similar country-level activities around this topic, such as:
• Initiating/continuing discussions with a selected number of countries regarding piloting and implementation of citizen data work, including NSOs and CSOs.
• Planning the implementation of work and help bring relevant experts and partners
Duration of contract
The initial consultancy is for a period of 11 months, from 1 March 2024 to 31 January 2025, with the possibility for extension.
Location of Assignment
The consultancy is home-based with regular phone and web conference meetings with United Nations Statistics Division, the collaborative members and other relevant partners.
Travel
The consultant may be required to travel to selected project countries, to participate in meetings, and hold workshops and events as required.
Qualifications
Academic qualifications:
Advanced university degree (Master’s degree or equivalent) in statistics, economics, development studies, international relations, sociology, public administration, or a related field.
Experience:
• A minimum of 2 years of progressively responsible experience in social sciences, including statistics or economics, is required.
• Solid knowledge of statistical production and official statistics, ideally with a particular focus on the use of traditional and non-traditional data sources and quality management is required.
• Experience in working with National Statistical Offices and liaising with regional and international partners is preferred.
• Experience in drafting technical documents is required.
• Experience in project or programme management is desirable.
• Knowledge of the Sustainable Development Goals and national efforts to implement them is desirable.
Language:
Full command of spoken and written English is required, knowledge of other UN languages is an advantage.
