City Planner

Remote Full-time
The Planner is responsible for performing professional services relating to planning and zoning activities. Responsibilities may include: supporting operations of the Planning & Zoning Commission; administering and enforcing the zoning ordinance; leading planning projects; managing planning and zoning applications; and providing information to developers, other government agencies and the public.

Scope of Impact:
The duties and responsibilities of this job are performed with latitude for independent judgement in accordance with Department and City policies, Federal, State and Local regulations and are based on detailed knowledge of department operations. Work is subject to periodic review by the supervisor, who provides input on approval of recommendations and discusses assignments, priorities and work. This job description is intended to represent only the key areas of responsibilities; specific position assignments will vary depending on the business needs of the department.
• With the oversight of the Community Development Director, researches, analyzes, and interprets a variety of technical and general information, using specialized and professional knowledge, to facilitate departmental operations, including administering and enforcing zoning ordinances, ensuring compatibility with the comprehensive plan, and planning and coordinating projects.
• Responsible for review and processing of building permit applications for planning/zoning to include preparation of General Conditions Memorandums and implementation of final review process prior to release/issuance in cooperation with other departments including Public Works; also review and processing of fence and sign permits.
• Manages planning and zoning applications by determining and establishing review processes, coordinating the operations of support staff, advising applicants, and reviewing and analyzing applications.
• Coordinates with internal departments, external agencies, developers, and the public to facilitate department operations, exchange and/or interpret technical and general information, and ensure compliance with City laws and regulations
• Assists with planning, managing, and coordinating the development of the comprehensive plan, zoning code, and associated amendments.
• Tracks, Monitors and responds to Code Enforcement complaints.
• Attendance at Planning Commission and City Council meetings for planning and zoning applications and matters and related special projects.
• Performs other duties of a similar nature or level.
Knowledge of
• Urban planning and development principles;
• Site planning and architectural design principles;
• Planning terminology, methods, materials, practices, and techniques;
• Project management;
• Applicable Federal, State, and local codes, rules, laws, and/or regulations;
• Zoning enforcement principles and practices;
• Customer service principles;
• Computers and related software applications such as Microsoft Office and ArcGIS.

• Applying and communicating applicable laws, guidelines, requirements, policies, and procedures;
• Interpreting planning and zoning programs to the general public;
• Researching, analyzing, and collecting data;
• Reading and interpreting architectural and engineering drawings and plans;
• Reviewing plans and specifications;

• Preparing reports and documents;
• Providing customer service;
• Using a computer and related software applications;
• Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, elected and appointed officials, the general public, and others sufficient to exchange or convey complex information.
• Capable of managing multiple, high priority projects
• Ability to attend to details while keeping the big picture in mind
Minimum Education: Bachelor’s degree in Urban Planning, Urban Studies, Public Administration or related field.

Minimum Experience: 2 years’ planning or related experience; or an equivalent combination of education and experience.

Equivalency: An equivalent combination of education and experience closely related to the duties of the position may be considered.

Required Licenses/Certifications: None.

Desirable Qualifications:
• Master’s degree in Urban Planning, Urban Studies, Public Administration;
