Business Analyst (Testing, Quality, HP)

HBITS: HBITS-07-14695 ITS, Expert, Business Analyst 30 Month contract Interview: Virtual Interview Work model: 60% in office --- Project Description --- This request is for an expert level Business Analyst. The consultant selected for this position will provide expertise in the development and support of Public Safety (PS) applications. These applications are both legislatively mandated and critical for the successful support of the agencies. This position will develop and/or maintain system documentation including business requirements, and project process documentation, training plans, test plans, quality assurance and contingency operations plans, and reports. --- Day-to-Day Tasks --- 1. Work with end users to review/analyze existing workflows, reports and documentation. 2. Participate in business user and stakeholder meetings for requirement gathering sessions 3. Develop, write and maintain comprehensive Use Cases, process models, and workflows which will also contain requirements. All documentation will be done according to ITS standards. 4. Create screen and report mockups 5. Work with development and architecture teams to create, update and maintain knowledge base articles 6. Analysis of what statistical reports will be needed, document the requirements and design the reports. 7. Develop and update test cases/scripts utilizing Quality Center. 8. Execute tests and record results using Quality Center. This will also include identifying and documenting application defects and recording and tracking defects to resolution. 9. Ensure appropriate test coverage by mapping system requirements to test cases. 10. Identify and document deficiencies in system documentation (e.g., missing or ambiguous requirements) identified during the testing process. 11. Interact with ITS staff, business users and stakeholders as necessary to determine and implement functional and technical requirements. 12. Participate in status meetings and provide weekly reports 13. Provide knowledge transfer to state staff to implement and support applications. 14. Work closely with the Project Manager and Functional Manager to ensure timely deliverables 15. Work with end users and development teams to document and resolve application issues. Business Analyst Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution. Expert 84+ Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field. • 84 months experience eliciting/extracting detailed business requirements from customer/project stakeholders or system artifacts. • 84 months experience in obtaining and writing business, user and functional requirements, use cases, process models, workflows, creating screen mock-ups, report mock-ups, and technical documents with attention to detail. • 60 months experience developing/maintaining test plans and detailed test cases, executing those tests, validating test results, and logging/tracking related defects. • 36 months experience using Client Quality Center. • 36 months experience designing user interfaces using tools such as Balsamiq or equivalent.
