Johns Hopkins University is seeking a highly skilled and self-motivated Associate General Counsel . As Associate General Counsel , you will play an immediate role in advising on cutting-edge nondiscrimination and civil rights issues, helping shape policies and decisions that impact students, faculty, and staff at Johns Hopkins University. This position offers a unique opportunity to work at the intersection of higher education, healthcare, employment law, and civil rights. This attorney will work across both the Healthcare & Research Practice Group and the Compliance Practice Group within the Office of the Vice President and General Counsel (OGC). The Associate General Counsel will work principally with the Johns Hopkins School of Medicine (JHUSOM), an academic division of Johns Hopkins University, collaborating with the JHUSOM Compliance Office and JHUSOM Dean's Office. This position will have an initial primary focus on compliance related to educational programs, educational activities, and institutional resource groups under federal and state nondiscrimination and employment laws and regulations. This role has the potential to expand into other compliance matters in the healthcare and academic medicine arenas, providing a growth opportunity for attorneys interested in expanding or developing their expertise at one of the country's preeminent academic medical centers. The Office of General Counsel is a hybrid office, combining remote work flexibility with in-person attendance to foster a collegial and collaborative work environment. This role is not an entry-level position. A successful Associate General Counsel will operate with substantial autonomy, be expected to take initiative, and serve as a strategic partner and primary legal advisor to JHUSOM stakeholders on complex, high-impact matters. Specific Duties & Responsibilities Provide advice and counsel regarding the development and implementation of compliance policies, procedures, guidelines, recruitment and training materials to ensure JHUSOM programs are in compliance with applicable federal, state, and local laws, guidance, and university policies and procedures. Conduct legal risk assessments of JHUSOM educational programs, including but not limited to residency, fellowship and visiting electives programs, graduate programs, summer internship programs, and pathways programs. Provide advice and counsel on a broad array of healthcare compliance matters, working closely with the JHUSOM Dean's Office and Human Resources as appropriate. Draft, review and refine JHUSOM policies, procedures, and rules impacting students, residents, fellows, interns, and other learners involved in medical educational programs and activities as well as institutional resource groups. Advise university constituents with identifying, assessing, and mitigating areas of potential risk of non-compliance with applicable law and policy requirements. Advise on standards and requirements set by health care organizations applicable to medical schools and medical institutions, including the Accreditation Council for Graduate Medical Education (ACGME), Association of American Medical Colleges (AAMC), American Medical Association (AMA), and Joint Commission. Coordinate response to governmental or external investigations, audits, and inquiries regarding compliance with the laws, regulations, and policies governing JHUSOM programs and activities, including conducting internal fact-gathering efforts and managing outside legal counsel. Provide strategic legal coordination across JHUSOM educational programs and resource groups and other colleagues of the Office of General Counsel, ensuring consistency in guidance and assistance between JHUSOM and other university programs and activities. Advise on and lead training for faculty and staff regarding a variety of matters, including institutional policies, federal and state law and regulations. Minimum Qualifications Juris Doctor (JD) from an accredited law school. Five years of experience in the areas of nondiscrimination law and/or labor and employment law. Must be licensed to practice law in at least one U.S. jurisdiction. If not licensed in Maryland, must be eligible for admission within twelve (12) months. Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula. Preferred Qualifications Familiarity with federal, state, and laws, regulations, and guidance related to higher education, employment, and healthcare, including but not limited to including Title VI, Title VII, Title IX, Section 1557, ADA, ADEA, FMLA and other nondiscrimination-related statutes and regulations. Excellent communication, writing and analytical skills. Demonstrated ability to meet deadlines and to prioritize multiple and competing projects in a fast-paced environment. Ability to exercise good judgment, and eagerness to take initiative and expand scope of practice. Knowledge of compliance, risk management, or policy development considerations. Prior experience advising on matters involving institutional leadership, students, faculty, researchers, or employees in an academic medical center, higher education, or similar setting. Strong relationship building skills and ability to work collaboratively and be a highly supportive member of cross-function legal and client teams.
