Analyst III, Rates and Regulatory Affairs

The Regulatory Analyst will conduct complex financial and operational research for regulatory projects, prepare state and federal rate filings, and ensure compliance with regulatory requirements.ResponsibilitiesReview and utilize the accounting records, operational data and financial records of the utility to complete various regulatory filingsWork closely with Rates and Regulatory team members on various filings which include the preparation of supporting financial schedules and all supporting documentation. Plan and advise on the preparation and recording of rate case adjustments in conjunction with the Accounting and Budget departmentParticipate and prepare written regulatory filing activities such as providing support to expert witnesses and drafting testimonyAs designated, take responsibility for responding to data requests/requests for information from the California Public Utilities Commission (CPUC) along with requests from other stakeholdersMaintain an ongoing data base of compliance requirements. Review final commission decisions to identify new and ongoing compliance requirements which are being imposed on the regulated entityPrepare compliance filings to ensure accuracy and timeliness with filing deadlines as required.Establish and maintain productive relationships with regulatory authoritiesDevelop strategy to maximize rate recovery of prudently incurred capital and operating expenses Conduct analysis to advice company’s management on emerging regulations and developments in industryReview and interpret new and pending local laws and regulations, which potentially affect the organization's business practices, and coordinates the development or revision of policies, procedures, contracts, and agreements to ensure complianceMonitor industry information regarding federal, state and applicable laws and regulations as they relate to filing requirements for regulated utilities.
