About the position

The Texas Water Development Board (TWDB) is seeking a Revenue Accountant (Accountant I-II) to join its Financial Operations Division. This position is responsible for performing routine to journey-level accounting work, specifically focusing on the revenue section. The Revenue Accountant will ensure that all accounting records and files related to agency deposits are processed in a timely manner and are accurate, consistent with state accounting guidance, and adhere to agency record-keeping methodologies. The role involves reconciling, researching, and resolving discrepancies as they arise, and assisting with various revenue functions as requested by management. Additionally, the Revenue Accountant will provide general support on special projects and may be tasked with training others in the department. This position operates under close to moderate supervision, allowing for limited latitude in the use of initiative and independent judgment. The Revenue Accountant will report directly to the Director of the Financial Operations Division. Key responsibilities include processing and depositing agency revenue promptly, preparing and entering deposits and journal entries in various accounting systems such as the Uniform Statewide Accounting System (USAS) and the Centralized Accounting and Payroll/Personnel System (CAPPS). The accountant will also prepare monthly reconciliation activities, review journals for discrepancies, set up vendors in the Texas Identification Number System (TINS), and serve as backup for other revenue accountants. The role requires compliance with established procedures, monitoring aged receivables, and maintaining confidentiality of sensitive information. The Revenue Accountant will also be responsible for maintaining required certifications and licenses, attending mandatory training courses, and may need to operate a vehicle for business purposes. Other duties may be assigned as necessary.

Responsibilities
• Processes and deposits agency revenue in a timely manner.

• Prepares and enters deposits and journal entries in USAS, CAPPS, Trust, and TxWise.

• Prepares monthly reconciliation activities.
,
• Reviews various journals for discrepancies.
,
• Sets up vendors in TINS and CAPPS.
,
• Serves as backup and provides assistance to other revenue accountants.
,
• Prepares entries and documents for routine transactions.
,
• Complies with established procedures set forth in the Financial Operations Division.

• Researches items upon request.
,
• Monitors aged receivables accounts and other pending items.
,
• Coordinates coverage of functions related to individual job responsibilities prior to requesting time off.

• Participates in independent job-related research and demonstrates initiative when seeking solutions to issues.

• Composes procedures for tasks and responsibilities.
,
• Maintains confidential and sensitive information.
,
• Ensures individual and team files are appropriately maintained and disposed of according to agency's records retention procedures.

• Maintains required certifications and licenses and meets continuing education needs and requirements.

Requirements
• Graduation from an accredited four-year college or university with a bachelor's degree in Accounting, Finance, Business Administration, or related field.

• Accountant I: One year of accounting and financial operations experience.
,
• Accountant II: Two years of accounting and financial operations experience.
,
• Relevant education and experience can be substituted for each other on a year-for-year basis.

Nice-to-haves
• Previous State of Texas government accounting experience

• Experience working in accounts payable/receivable.

• Previous experience and knowledge of USAS, CAPPS and/or other accounting financial systems.
